The opportunity to comment on a new Draft Procurement Bill closed on 30 June, and the document has been submitted to parliament where it will likely be promulgated within the next six months. If it is passed, it will replace all current tendering regulations.The revised draft Bill places a severe burden of compliance on suppliers who submit tenders for government contracts, including stringent “Preferential Procurement Qualifying Criteria” such as giving preference to “persons, or categories of persons, previously disadvantaged by unfair discrimination, in procurement”. This criteria will exclude a large number of companies currently tendering for government contracts.
